Shiroken had no idea who the man was, but from the way the old man seemed so proud of himself, he was probably the elder.
So he plainly replied, "If Kirigakure is going to bring instability in the whole Water Country, then there is no need for this village to exist. You can forget all the funding you get from the Daimyo, or the foodgrain, or the missions. Remember, you are a village in a big country, the Daimyo still reigns supreme. And if you want to declare war..."
Shiroken slowly waved his hand at the elder and instantly the earth below his feet chipped off and hovered in the air, slowly coming towards Shiroken.
"Be my guest."
Everyone felt on edge and took out their various weapons to fight him. "With time, everyone must change, and those who refuse to change and choose to follow through their barbaric tradition, deserve the same barbaric treatment.
"Don't give me a reason to harm this village now. The people will have to pay for your arrogance and mistakes. They have already suffered enough after all."
The elder seemed to realise the situation he was in and his attitude changed 180 degrees, "I-I am Genji, Kirigakure's elder. Lord Supreme Daimyo, we mean no ill will, I was just wondering about a possibility."

"Should've said that before. I don't like killing people either. Anyway, I recommend you start preparing for the funeral of the Mizukage." He also pleasantly replied. To him, all these people didn't matter, what matters was that his goal was fulfilled. Killing was easy anyway, but dealing with the aftermath was a headache.
Only by improving the world can he have people see the Tailed beasts differently. So he can live a happy life without needing to hide or fight.
"Lord Dama, can you free our Shinobi so we can start preparations?" Ao respectfully asked. He was very much interested in knowing about Shiroken's abilities but didn't have the guts to ask. Though he did use his Byakugan and from it, he only saw blackness.
The Byakugan could see Chakra to a very great degree. This enables users to distinguish certain types of clones from their original and even identify specific individuals' chakra signatures. The ability to see chakra is accurate enough to see the chakra pathway system within a target's body and the 361 pressure points that run along with it.

But when Ao assessed Shiroken, all he saw was nothingness. As if Shiroken was one with nature. He had to look multiple times with both his eyes because he really considered that Shiroken could be a ghost.
"Sure. They should be returning any minute. I will be going out and finding a place to stay. The test for the next Mizukage will be held tomorrow. Stay ready." Shiroken advised them and walked out of the building.
Zabuza, Haku, Shisui followed him. Mei wanted to as well but she was needed here the most.

"To the market, Haku. Look at your clothes, you look dirty." He replied, lightly pulling the dusty hair of the boy.
Haku smelled himself and made an ugly face, "Oh, this is bad. But can you buy Zabuza some clothes too? I never see him with a jacket. It's cold here."
Shiroken chuckled, "I think that's his style."
Haku tilted his face in confusion, "Being naked is fashion?"
Shiroken laughed seeing Zabuza's troubled face. He just grabbed Haku's hand and dragged him along. "Let's go, it's bad to judge people on their fashion."
Shisui patted Zabuza's shoulder in pity and followed Shiroken.
~Shiro-chan, don't you think that the higher ranking Shinobi are very calm about losing both their Tailed beasts?~ Isobu suddenly talked.
Shiroken agreed, ~My guess is that they know where Saiken is. They haven't pronounced him a missing-nin yet after all~
This made Shiroken more determined to search for Saiken's location.

That night, Shiroken prepared a written test paper for the Mizukage position. The whole test would have two parts. One written and one physical fight with him.
The written part will have psychological evaluation questions, based on various situations. They will have to write their reaction to such problems.
It was an easy paper to solve as long as one had some empathy, but this was something hard to find in this village.

The name was official now. It was changed from Tea Country to Dama country. People didn't mind either, since the Daimyo's clan was named Nidama, the people thought this new name was just to symbolise the clan name. Not knowing the real Dama clan existed.
The body of the girl named Rin Nohara was kept safe. Monari knew this girl from the last time she was in Konoha.

At the same time, there was a boy in a wheelchair. He was still not moving, as if in a coma. All kinds of treatment were given to him but nothing seemed to work. So he was left on his own for now, with just one person as a nurse for him who cared for his basic needs.
The castle was, for the most part, secure. But, when a certain white humanoid thing found out Rin was alive, an order to end her was given.
"Lord Madara can't have any setbacks now. Her existence will always be an explosion waiting to happen." The white humanoid thing said and crept closer to Rin's body while being underground.
*THUD*
All of a sudden he felt he bumped into something. Before he could understand, loud sirens started to sound on the surface.
He panicked and tried to quickly move forward and kill Rin. But no matter what route he took he bumped into a net-like thing.
~Have they... put these everywhere?~ he wondered and decided to complete his mission from the surface.
*BOOM*
But he didn't get a chance to even try as an arm out of nowhere dug into the ground and dragged him out. He was shocked to see that it was a human, a human named Jin, to be specific.
"Hmm? So it was you? Shiro warned us about you." Jin held the humanoid being by his neck.
"Hehe, my name is Zetsu. Hello." Zetsu spoke in a playful tone.
"Your name does not matter, what are you? That's the main question." Jin asked.
Zetsu laughed, "Then I'll be on my way. Nice meeting you."
Zetsu didn't want to fight or kill anyone from the Nidama clan currently, because he knew this would make Shiroken hunt him with all his focus, and he didn't keep himself in the delusion that he can win against him.
"Nobody's going out today. [Unmei no Hikari!]" A woman's explosive voice came and the next thing a white energy beam engulfed the Zetsu. It was extremely hot, enough to kill him, after all, it was the ability of Monari's Mangekyo Sharingan.
"Oh boy, here I go dying again," Zetsu muttered to himself and got burned to ashes.
Once the Zetsu was gone, Monari ordered the siren to shut down. "Shiro was right, something very mysterious is going on behind the scenes. And hidden villains are usually the most dangerous ones."
Jin agreed, "That's right. But why did he try to intrude in that girl's room?"
"Most likely for Saint Isobu. This world seems to be obsessed with our saints' powers." She supposed sadly.
"We should send Shiro a word about this," Monari suggested.

Next Day,
"Okay, has everyone who wants to be the Mizukage filled out the form?" Shiroken questioned.
As expected, they had done it. Shisui brought him a stack of application papers. Shiroken started to throw some of the applications away as they were too unqualified.
Seriously, why would a genin be made the Mizukage? But then he saw something ludicrous.
"Elder of the village, Genji? Umm, you are already 80 years old, right? Come on, you can't even stand without your stick and you want to be the Mizukage? Get out of the line and stand here beside me." Shiroken threw the application form away.
In front of him, rows of Kirigakure ninjas stood in a neat square formation. Each probably thought they would become the next Mizukage. But, 99 per cent of them were going to get rejected today in the first test alone.
"Okay, each of you has 1 hour to finish this written test. After that, I will evaluate you. Those of you who will pass will fight me. Your time starts now." He ordered them.
But, there was no place to sit or write. It was in itself a test. Most who had brains used their various abilities to create makeshift benches. Mei used her earth release and Ao used his water release to cut a nearby tree.
Then, Shiroken just put his sword on the ground where the test was happening and left people alone.
