Five Elements Desolate City was located just outside the Five Rings Desolate Domain.

Any cultivator who was in the Five Elements Desolate City’s plaza would be able to hear the contents of the conference. Even if one was not in the plaza itself, as long as he was in the city, he would be able to hear the discussions very clearly.
