Alex met with 4th and 5th rookies himself and gave them the rewards. But they did not have what he was looking for in a subordinate.
That is not because these participants had no talent as a trainer, but that the potential of their Pokémon was rather inadequate.
Trainers with a Bronze or Deep Bronze Pokémon were just too inferior for Alex to accept as his third direct subordinates.
Especially since they were given a choice to get an A-rank Pokémon, luck was not the reason for them not meeting Alex's requirements.
Alex didn't think such trainers had a chance to become really strong.
At most, these two participants would become Elite trainers after 5 to 10 years and become Team Rocket Elite Captain IF they don't die beforehand.
But that was very unlikely to happen.
The chance to die as a trainer is ridiculously high if you don't have an Elite Pokémon. You have to be incredibly lucky to survive long enough so that you can slowly build up your strength.
In addition, the death rate of your Pokémon is also very high if they are below the Elite-rank, which may lead one to train new Pokémon several times.
Alex knows from experience that the most dangerous situations he had experienced as a trainer were when he was still not an Elite trainer (when he went to the Viridian Forest with Zubat)
If any other inexperienced mediocre trainer was in the situation that Alex had been through, them making out alive from there was very unlikely.
For Alex, participants with good talent who did not choose an A-rank Pokémon were participants who were either cowardly or stupid. Maybe even a combo of both.
Although it is risky to choose an A-rank Pokémon to conquer as your first Pokémon, it is a very efficient way to get stronger and become an Elite trainer quickly.

Having to do something which has a death rate of 70-80% one time (meeting all of Alex's requirements), or going through 50 different situations with the death rate of 10-20% (slowly reach Elite-rank without any help).
You don't have to be a genius to understand which option is better. Especially since the first option has even more potential than the second after you have reached Elite-rank.
And if you think that you are a talented trainer and better than the other rookies, it makes a lot more sense to take an A-rank Pokémon. Unless, of course, your goal is to work as a watchman in Team Rocket and never take a risk. But even then, there is a great chance that you will throw yourself into a power struggle as "cannon fodder".
Alex could not understand why so many people do not get this simple fact.
Do they really think it would be safe in Team Rocket?
Why join Team Rocket at all when you want to tread a safe path?
Alex stopped thinking about these things and gave the task of rewarding the 6 to 10 ranked rookies to Andrew so that it wouldn't waste his time.
He was 95% sure that the winner in two weeks would be 1 of the first 3 rookies to conquer their Pokémon.
All three of them conquered their Pokémon in a short period despite them having a very talented Pokémon.
Simon, Jasper, and Elise were the participants whom Alex would watch over through the hidden cameras.
Alex also told one of his subordinates to do a background check to find out more about their past.
He doesn't think he'll find much, but maybe a few interesting things might come up. And just like Daniel, he might understand the character of these three better.

But the person whom Alex gave this job required some time to complete it, so he wasn't expecting a report for 1 week.
Alex didn't plan to waste time here for 2 weeks looking at the rooms with his hidden cameras. So after 3 days, he decided to go to the Mt. Moon mountain chain.
This could only be partially entered in the game, so Alex was very interested in what was hidden deep inside this large mountain chain.
This area is rarely visited by trainers because many places are hardly or not at all explored. And there are also many Elite Pokémon on the mountain chain who are a good deal stronger.
Although there are many valuable treasures waiting there, Alex has read that the death rate for Elite-rank trainers is 30% there.
Although it doesn't sound like much, it is very high considering that almost every Elite has a Flying-type Pokémon with which they can escape quickly.
Psychic-type Pokémon is not impossible to get for an Elite trainer but having one with enough potential to reach Elite-rank is very difficult. So most Elite trainers rely on Flying-type Pokémon to escape in dangerous situations.
Alex, who has one of the fastest Flying-type Pokémon on the Elite-rank and a Psychic-type Pokémon on the Elite-rank, is from the rare section of trainers.
Especially when you consider Crobat's ability which allows him to perceive almost all Pokémon from a long-range.
Together with Bastiodon, who can perceive Pokémon that hides in the underground, makes Alex's survival ability very good.
Crobat, Gardevoir, and Bastiodon make it impossible to attack Alex unaware unless it is a Pokémon on the Champion-rank.
But Champion-rank Pokémon are ridiculously rare in wildness, and they would also be perceived with Crobat as long as it is not another Crobat or a Ghost-type Pokémon.
Alex didn't think that he was so unlucky that he would meet a Champion-rank Ghost-type or Champion-rank Crobat if he went through the mountains for 10 days.
Maybe there was a 0,01% chance of it happening, but Alex was not scared of this 0,01%.
Alex noticed that it was time to go to sleep and told his Pokémon to sleep before lying on his bed.
All Pokémon stopped doing mundane things and went to their Pokéballs to go to sleep.
