Third Person's POV;

Dexter, Yuugao and the group of Kiri rebels needed three hours to reach a small hidden cave on a tiny island. The cave led them into a big bunker complex that looked quite old.

The Ninja that accompanied Mei, Zabusa, Haku and Ao went on their way, while Dexter and Yuugao were led into a meeting room. There were a few maps on a table that were put away before either Yuugao or Dexter could look at them closely.

Another person was inside the room, a young boy, probably around Dexter's should be age. He looked nervously between Dexter and Yuugao and seemed to be even shivering when he looked at Dexter's mask. His Chakra was, in comparison to his demeanor, quite high. It was on a low Jonin level. He had a large hammer like thing strapped on his back and his teeth were shark like sharp.

“Mei, you're back”, he said in visible relieve and let out a tired sigh.

“That's Mei-sama Chöjürö, kids in my time wouldn't have been this disrespectful”, rebuked Ao immediately.

“Let him be Ao”, said Mei in a friendly and motherly tone.

“Did anything happen, while we were gone?”, she then asked. Chöjürö puffed out his chest in a vain attempt to look bigger.

“No Ma'am nothing happened”, he then looked timid again; “Ehm, that is nothing that we have found. I can't speak for things we haven't seen”.

“I'm sure there wasn't anything”, assured Mei, she then gestured to Dexter and Yuugao, “these two here are the Uzukage and his aid Cat”.

Chöjürö bowed in greeting and then stepped back to the wall, where he waited for further instructions.

“You have to excuse Chöjürö, he is still young”, explained Mei with a smile.

“Before we start with our main purpose for this meeting, I have a question for you Uzukage-sama”, said Ao and received a small glare from Mei for speaking without being asked to.

“How could we not detect any seals on Zabusa-san? Every member of our group is regularly subjected to inspections regarding seals, imposters or lasting Genjutsu”, he asked and stared directly at Dexter.

“Pfft, as if some lousy Kiri seal master could detect a genuine Uzumaki seal. Especially if the Uzumaki doesn't want someone to find said seal”, replied Dexter smugly.

“I can assure you we have reliable ways to find seals”, countered Ao.

“You mean your Byakugan?”, asked Dexter and everyone present was shocked. Ao also sprung into a fighting position.

“How?”, he simply asked.

“Again seals, your eyepatch has a seal that is for suppressing a Dojutsu, specifically a Byakugan. But it looks sloppy, it's constantly active and has to be suppressed if you don't want to die of Chakra depletion, am I right?

That's the matter with transplanting a Byakugan, in comparison to a Sharingan. The Byakugan is, the same as with the Sharingan, active at all times. But contrary to the Sharingan it also works with closed eyes. The Sharingan only needs Chakra if the eye is open, the Byakugan simply ignores the eyelid.

Still, the sealer must've some skill for doing this in the short amount of time they had after ripping the eye out of a Hyuuga, for a none Uzumaki that is”, explained Dexter with an arrogance and a smile in his tone that only an expert, who knew his field, has.

“We must ask you to swear to never tell anyone about Aos eye. It's our most guarded secret. The Byakugan is essential for us in finding traps, Genjutsu and ambushes”, asked Mei in deep concern, she even tried to push her breasts out to sway Dexter a little.

Yuugao looked down at her own breasts and felt somewhat lacking.

°Mine are better°, said the vixen in Dexter's head, she had no such complex.

°Indeed, they aren't as big as these monstrosities. What is with this world and all these extremely busty women? Oh, right anime....”, said Dexter in agreement. His gaze only flickered to Mei's breasts once and that was from her movement.

“Aos eye is hardly a big secret, anyone with some skill in seals would know what is behind the eyepatch. But I can promise you that I won't tell anyone”, promised Dexter.

The Kiri rebels nodded in appreciation, Mei then sat down at the table while Zabusa and Ao remained standing behind her. Haku walked over to Chöjürö.

Dexter took also seat and at first Yuugao wanted to remain standing as well, but was gestured by Dexter to sit as well.

“Now that we're in a secure place from eavesdropping, let's start with the reason for you two being here. Zabusa told me already that he got to know a skilled seal master during his time in Wave, but he never mentioned that it was the Uzukage.

And yes, even we know about you, information such as these spread fast and wide”, began Mei. Her tone was serious and gone was the motherly figure she showed Chöjürö or the misunderstanding woman hat threatened Ao.

“He mentioned something about your desire to help us in our war”, she finished and left the questions of how and why unasked, but nonetheless in the room.

“Yes, I have an offer for you, it will most likely offend you at first, so could you please listen until I'm finished?”, began Dexter and Mei slowly nodded.

“Thanks, well then, I will win the war for you and in return, Kirigakure will become a vassal state to Uzushiogakure”, said Dexter and the Kiri Ninja took a sharp breath in. However, none of them shouted out and all of them remained silent, even if with sharper eyes.

“You might think now that such a position wouldn't be what you want, that you don't want to be under the thumb of one leader to change to another. And I can agree with that.

That is why I want to offer you a high amount of self-government. Kiri would practically still be its own village, just with Uzu as the hidden leader. You will have to change your Genin teams from your four men cells to a five men group and there are some other changes regarding Ninjas, but all of them are proved to be successful.

It is not like you wouldn't be ruled by unknown people, Mei would still be your Kage, and would still lead your people. The difference is that she also would have to travel often to Uzu for meetings concerning new laws, economy and other matters concerning a village. She, alongside four trusted, would be part of a government of, as for now, 15 people. All of them are going to rule both Uzu and Kiri together, which in return also means that Mei would have a vote in matters regarding Uzu.

It will basically meld Kirigakure and Uzushiogakure together into a bigger country. We would just keep the name Uzushiogakure and name Kiri a province.

The downside would be that you would no longer be able to dictate your village but have to share your power with others.

Who you might know are Daichi Uzumaki the previous Uzukage, his daughter Kushina Uzumaki my mother, Mikoto Uchiha, Tsunade Senju, three representatives from the civilian side and eight others in high positions.

In the case of war, you would have to support us as if it was your country that was attacked, which would be the case. There would be no border between Kiri and Uzu. The same naturally happens if you are under attack.

I'm the only thing resembling a dictator in all this. I would still have the highest authority and could only be overruled by a majority vote of the twenty representatives. I'm allowed to decline laws, but can also be forced to implement them, if all twenty agree to said law.

Basically, a Kage like he is now.

As for how I intend to win, well let's say that the Kyuubi isn't as dead as everybody believes”, explained Dexter.

“You ask us to erase our country, so why should we accept? Sure, the war isn't in our favor, but we can still win”, argued Mei.

“Because I have plans bigger than only Kiri, I want to unite the world under one nation. War happens because a nation desires what another has, a single country would stop this”, said Dexter and Ao scoffed.

“A nation under your rule”, he grumbled.

“Not quite, the same laws would be applied to each other 'vassal' state under Uzu, each one would get five representatives who, alongside the others, would then govern the whole country. Once everything is peaceful and without risk of breaking apart I would step down from my post as the Kage and take a seat under the other representatives.

Only in times of war would I get back in power”, countered Dexter.

“You guarantee us that our people wouldn't be treated any worse than yours?”, asked Mei again.

“Yes, they would have the same rights and laws as any citizen of Uzushiogakure”, answered Dexter. He wasn't using his Chakra to sway them, Ao has his Byakugan activated and would see it, so he had, to be honest and try to convince them the old way.

Well, he could wait and let them fall in a deeper war, With help from his side of course. Then, when they are so desperate to seek help from him regardless of what they want, he would step in and stop the war.

“I have two demands before I think of agreeing. The first is to see your face, while the second would be a marriage contract between you and me. It would assure my people to not be mistreated with me as the wife of Uzu's leader”, spoked Mei after another long pause. Yuugao stiffened when she heard about the contract, and the Jonin saw this, but none said anything.

“I can agree to show you my face, but there won't be a marriage”, said Dexter and took his mask off. Mei, with all her faked knowledge about men and sex, blushed.

“And why is that, now that I have seen your face I want the contract even more”, asked Mei while, again without any result, raising her bust for a better view.

“I'm already in love”, answered Dexter simply.

“A second wife is always possible”, countered Mei, while not saying who the second one would be.

°This bitch of a cow dares to assume that she can have you?°, raged Kurama inside Dexter.

“No, my to be wife isn't fond of others”, stated Dexter.

“You would risk my agreement for the sake of not being in a political marriage? I can assure you it wouldn't be a bad one”, tried Mei again. This time she swung her right leg over her left one, which showed a large amount of skin.

“Yes, Kiri isn't as important as my love to Kura-chan”, confirmed Dexter sincerely.

“And here I thought I finally found someone for me”; sighed Mei in resignation.

“Fine, we still have to hammer out the finer details, but I am willing to take your offer, that is if you are able to defeat Yagura without killing my troops”, said Mei finally after accepting that Dexter wouldn't agree to marry her.

“You expect us to do all the work?”, asked Yuugao in disbelieve.

“Sure, in return we sacrifice our country”, countered Mei.

“That's fine, I already know most of the loyalist's camps and have a plan regarding Yagura”, said Dexter calmly before Yuugao could protest any further.

“Tell us about them, we have some spies in Yagura's ranks and don't want to loose them meaninglessly”, demanded Ao.

Dexter agreed and began to explain what he has planned. At least most things, he stayed quiet about his desire to suck the turtle's Chakra dry. Ao, Mei and Zabusa had some ideas that were implemented and at the end, it was decided for Dexter to attack a camp of two thousand loyalists to lure Yagura out. He will then fight the Mizukage and use Yagura's death as an opportunity to end the war.

The meeting lasted until early in the morning and included finer details regarding the terms of Kiri's and Uzu's unification.

The next day they made they way to the enemy camp. Zabusa, Mei, Ao, Yuugao, and Dexter were the only ones who would go. The rest would stay and guard their base.
