Walking through the bustling crowd that looked like they were from the 1500s was a young man in his twenties who had on clothes similar to the people around, so he didn't bring a lot of attention.
This is our main character Tom Marvolo Riddle or otherwise known as Voldemort.
He has been in the muggle world for the past 9 years taking it over which was, to be honest not that difficult as He imagined it.
He has a 7 step plan to take over the whole world.
The first stage starts with the muggle side of this world,
Ascend the ranks of a smaller government which is nonetheless prominent enough to engage with more powerful countries. There are several countries the world over that fit this bill, especially from South East Asia, Africa, and South America.
When I say infiltrate the government I don't mean as elected representatives but as bureaucrats. A single other wizard would speed up these plans considerably, by likewise infiltrating another government, but any more than that would really spoil the broth.
After this we have stage 2:
Wrangle your way to international conferences and meets that would include important dignitaries from around the world. Again, Imperius curse and Polyjuice Potions are your routes in.
However, this is trickier than it seems and important people usually have round the clock security. So what do you do? You infiltrate the security teams. Private security firms recruit literal armies.
Your end goal would be to successfully have some representative in every major country in the world in your grasp in a year.
Then when this is done we move to stage 3:
You could be tempted to move in for the kill by now, which you could perhaps pull off, but here's another idea. Banks. The most powerful banks in the world control the economy of a huge part of the world.

Of course, there is a related conspiracy theory that concludes they control a huge part of the world, but that is immaterial, even if it is true.
This could, again, prove quite difficult, but you possess access to some of the least expected diversionary materials that imagination can possibly imagine. Use them. Dungbombs. Firecrackers. Alarm bells ringing off by themselves.
All the while, you solidify your presence among major governments through experiments - if someone is more connected than your imperius'd dude is, let's try to get them into your plan as well.
But with the banks, you now possess the finances to go ahead with the access to intelligence you have through individual governments.
After this step we move onto stage 4:
Direct intervention.
Now is when you apply magic directly. Strategic deaths. Bankrupt presidents. Scandals for prime ministers. At all costs, avoid leaving obvious wizard signs. No need for Avada Kedavra, when you can just as simply have a person shot or stabbed by someone with a simple confundus charm.
Don't let these people attract the attention of wizards. Do this in the most muggle way possible.
Another beast you could perhaps try is the media. But don't do it unless you're confident about it.
Rest assured, the media is a self-made beast, and as long as you're careful about yourself, even something that they manage to uncover would only lose you a little bit of time, and a little more chaos, which is good.
What do you want out of this? You want now to have a major stake in most of the countries in the world.
We don't exactly have an idea about the scope of the imperius curse, but such a web of connections around the world maintained by a curse doesn't boost the confidence.
In any case, you don't want to micromanage and deal with every small problem every small country has.

Network around, create friendships. Minor doses of minor love potions.
You must have the ear of people like these. Don't tell them anything you wouldn't tell your mother, and don't tell your mother anything. You want access, you want to be able to access governments and an entire country through a quick portkey trip.
After you are done we move to stage 5:
The endgame. Take a major power.
Currently, the United States and maybe China would apply. Of course, you have the other major power under your immediate grasp as well.
What you want to engineer is a bit of a cold war part two. A misplaced rocket.
Innocuous-enough headlines with just a hint of a worry for the other.
You want to play the other one up a little bit. You want to create a sense of panic among the people. However, you want to avoid actual war at all costs.
The costs of that would be too high, and you might find no world to rule over. With the money on your side, and the amount of intelligence you possess, you can create a new world order (if it doesn't actually already exist. I'm only slightly joking. Not totally. Really.)
The conflict helps because it leaves actual diplomatic and financial power to one of the sides. When money, military might, and the information is possessed by one side alone, it is easier for you to control.
It also helps in selling the story of a country's dramatic rise to power to the public. None of this needs to be made public, by the way.
All of this can happen behind the scenes, as a diplomatic game of chess played by the most important countries in the world.
The point of the conflict should be an internationally relevant issue. Climate change could be a trigger point. Existing conflicts between right-wing fundamentalism and left-wing orthodox-ism.
Slytherins and Gryffindors. Choose your favorite conflict, there are quite a few of them to choose from. Let this conflict play out for a while, even have some pithy fighting about it.
And when the media is just about palpitating, and when the people don't know if they might have a war on their hands tomorrow, end the conflict.
Have a clear victor, obviously. This war won't be fought on the basis of military power, but on the basis of information, and on the money.
Those are the superstructures, and everything else revolves around them. The intelligentsia? They can soapbox all you want, the more the better.
Assuming your magical hand is played quiet, there really is no damage that can be done towards you. That is also why you shouldn't be public knowledge at this time or any other time. Instead, you will function like a shadow - directing everyone's hands, without anyone ever seeing you (or having a memory charm over them, so.)
At the end of this engineered conflict with the engineered result, you will have control of the most unquestionably powerful country in the world.
Not suddenly, and not visible, which means you can still maintain the pretense of democracy, which is always nice if you don't want a revolt on your hands, yet have power over whoever is in power. You have shed a minimum amount of blood, stayed out of public scrutiny and ushered in a new epoch, long may it continue, while still making it seem organic and natural.
When you are done you look at the wizarding world where stage 6 and 7 come into play and this why Tom is back to the Wizarding world.

I tend to not enjoy the psychological tag too much since stories with the tag tend to be a little insane for my liking, but I feel that I would be remiss not putting it on this story, since a lot of it is about the psychology of the main character. All the content warnings are checked since I want to leave my options open to me for the future. I hope you enjoy.
