'Another Silver Burger!' Pef observed with surprise.
It was a bit sad, but Tier 8 burgers were exceedingly rare, and only 9 of them had appeared so far. Well, 10 such burgers now.
Even so, that meant 10 people would attain Tier 8 directly, without bothering to cultivate at all, even if they were a small mortal child or a trillion years-old Legion Soldier.
Naturally, raising an experienced Soldier into Tier 8 was more valuable, as that experience will simply translate into a higher combat strength.
Pef stepped back from the restaurant and entered the Indigo Realm, then neared the Mirror Goddess on her cloud throne. "Gena, bring Zara out."
he said softly as he began laying down a small table, with a few types of Divine Wine bottles, and the fresh Silver Burger.
The woman blinked at Pef then glanced at the table prepared for his disciple. "Wang is far more skilled than Zara. He even trained with the Taotie."
Pef turned at measured the Mirror Goddess with a frown. "What are you doing with her in your Mirror Realm?"
"It wasn't us. Zara decided to study the Saber Dao under your Saber Saint. And she is close to reach the first Unity." Gena Feng explained while holding her fingers a centimeter apart.
Pef smiled a bit sad. "Bring Gaoxian then. And Zara as soon as she is able."
With a flicker of the Mirror of Samsara, Gaoxian appeared inside the Indigo Realm, still in the last stage of the Saint Realm.
The man saw Pef and instantly recognized him. "Holy Son!" he exclaimed in surprise, then began to bow.
Pef sighed and moved him in the seat at the table with a simple flick of his finger. "Grandpa, stop with the silly things. You're older than me!"
"Is this Heaven, Holy Son?" the man asked in mild confusion as he noted the frozen lands of the Indigo Realm, and the unknown devices filled with lights and diagrams of the command center.
"This is an observation room. Those devices are used to spy on the world outside, which is called the Middle Heavens. Now eat and drink, you'll figure out things after that." Pef explained as he poured wine for both of them, then remembered the Mirror Goddess and poured some Celestial Wine for her as well.
The Mirror Goddess sipped some wine and nodded gracefully. The she waved a hand and created an ice mirror that shifted into a screen, depicting a teenage Zara fighting the Saber Saint with smooth and precise moves, almost keeping up with the old Saint. "She's only in Core Realm, and can spar with a Saint already." the woman said in an admiring tone.
"You noticed Disciple Zen? She's truly amazing then!" Gaoxian exclaimed with a happy and proud voice, his wine glass frozen in mid-air.
Pef picked up the Silver Burger and forcefully stuffed it in the old man's mouth. "Eat the damn burger, Grandpa! As for Zara, we'll bring her up soon enough. But it would be a pity to interrupt her enlightenment right now."

Gaoxian couldn't answer right away, being somewhat busy with his Tier 8 Ascension. Only an hour later, he began to move and gulped the wine in his glass, then turned around to measure the powerful goddess on the cloud throne, only to notice she was actually a realm weaker than himself.
But Pef, the Holy Son was still far higher in realm, and he couldn't even sense his strength.
"This...what realm is this?" he asked a bit confused.
"It's only Tier 8, old man. Outside in the Middle Heavens there are also Tier 9s and 10s, so it will be safer for you in this Pagoda Artifact of mine. Would you prefer to learn real Alchemy or Forging beside real Masters?" Pef asked curious.
Gaoxian nodded cautiously as he examined the other people in the spy room, all of them in the same tier as himself and a few even lower.
"Alchemy would be great, Holy Son. Forging too, but not right now. I am still new..." he muttered in a shy voice.
Pef nodded and placed a wine bottle in the old man's hand, then moved him beside Rejin. There wasn't any other Alchemy Master around anyways. Not yet.
The Mirror Goddess measured Pef with a thin smile. "Gathering new allies, Lord Pef?" she asked with a knowing voice.
"I would raise everyone in the Pagoda to Tier 9, if I could. But for that, somebody has to discover and mass-produce proper Tier 9 pills. I need capable researchers." he said with a calm voice.
The command center staff turned towards Pef all at once. 'Did I say something wrong?' he asked inward.
'No. They just didn't expect such a high-level objective from you. People are more selfish in this world.' the glove said in an amused tone.
Pef drew the daily mind crystal into his hand and read the latest news, raising an eyebrow at the Mirror Goddess.
"Transport fees have increased five times at the Transport Junction Array?" he asked to make sure.
"Tourism is a great revenue maker. The Cloud City is becoming safer and the restaurant is attracting people from father away. Plus, once the Silver Burgers hit the menu..." Gena Feng said with a tiny shrug.
Pef nodded as he understood the Governor's plan. It was fairly sensible if also quite greedy.
"We'll need more tourist attractions then. A battle arena and a cultivation monument. Also outside the gates." he spoke out loud, making the battle maniacs at the scry stations cheer loudly.
He focused inward and found a large femur bone from the Tier 9 Copper Wool Mammoth, then had his Avatars begin to carve it in a time field, while he stepped outside and began to prepare a meditation area for the future tourists. Stone mats inscribed with qi gathering arrays, going in 9 circles around the center of the monument. Then protective and repairing arrays around the site, and finally a deep hole to lock the monument in place.

A moment later, Pef released the carved bone and let it fall into the hole, a towering kilometers-tall bone sword glowing with Sword Qi. A deeper layer of Formations would allow cultivators to get higher insights into Dao, all the Eight Elements if they had the capability.
Just as he finished, a blue lightning bolt fell from the skies on the monument, lighting it up like a glowing lightsaber. And the glow remained, even after Pef walked away from the Artifact Monument to construct the battle arena a kilometer away.
'Well, I guess they don't have many tourists attractions around, these poor Middle Heavens...' Pef wondered inward as he began to fuse more adamantium for the arena. The thing would need to be durable, or else the competitors or even the spectators might damage it.
More Formations began to appear on the new arena, nearly as strong as those protecting the restaurant. It wouldn't do for spectators to intervene or battle skills to rebound into the public. A dozen shielded mind crystals and several large holo-screens were placed up in the air, to allow the public to review battle scenes at slow speeds and in greater detail.
Then a dozen large gates appeared, each containing entry screens marked with a mid-grad crystal as payment.
Nodding to himself, Pef summoned a hundred Tier 8 golems to act as traffic control at the gates, with the logo 'Celestial Arena Official' embossed on a Copper plate. And if he copied the programming of the Legion Word Guns into the golems, it was mostly coincidence.
It didn't take long for the restaurant customers to notice the nearby changes, especially as the sun begun to set and the glowing sword was visible for a hundred kilometers.
"It's only a mid-grade crystal! Let's go, I want to see what that glowing sword is!"
"Me too!"
The Cloud Guards on the walls also noticed the commotion, and one Guard officer even flew down from the wall and approached Pef.
"Divine Cook, what are these things?" the man asked politely.
"A Sword Monument and a battle arena. Should encourage more tourists to visit Cloud City..." Pef said with a shrug then flew away, leaving the Guard blinking in confusion, for a second.
Then he took out a Guard insignia and channeled his qi, and vanished as well. He had to report the news, as the Governor would like a first hand account.
By the next morning, there were millions of people flowing through the Cultivation Park's gates, basically everyone would could afford the mid-grade crystal entry fee.
Crystals began to pile up inside the storage formations when Pef jumped down from his bed and opened the restaurant again.
He checked the storage inventory and smiled, a bit amazed at the unexpected success. "I can buy a Silver Pill every day with this income."
Pef's new wife, Lady Wei woke up groggily and joined him in the kitchen. "So much wealth will bring more trouble." she mentioned as she noticed the horde of customers outside.
But our hero just shrugged, and added a few items on the restaurant menu. Celestial Wine and Burgers, chance to attain Silver Realm insights.
The logo outside changed as well, into the Celestial Restaurant.
Soon enough, a portion of the myriad of park tourists noticed the logo change and walked into the restaurant to find out what's new.
Despite the high price of a thousand high-grade crystal per menu, the chance for Ascending into Silver Realm couldn't be missed.
The news began to spread, especially after a lucky customer flew out in a proud manner.
"I reached Silver Realm! From True God to Silver Immortal in a singe bite!"
People began to rush home for their savings, or to look sadly at their storage rings which lacked the funds.
"Defeat the White Tiger in the arena. Win a million high-grade crystals!" the golem officials began to speak using mild Words. Mild, but anyone for miles could hear and understand them clearly.
"Me first!" the new Silver Immortal yelled and rushed to enter the competitor gate, paying a billion less than the payout of the arena fight. Maybe he would get lucky again?
"This I have to see. That White Tiger must be strong!" another exclaimed and ran towards the spectator gates.
Soon enough, the entire arena was filled with waiting spectators, including a Herald of the Governor.
'This Divine Cook...where could he find such a powerful beast to fight in the arena? That White Tiger is certainly in Copper Realm.' the herald mused inward as he began to relay the arena battle to the Governor.
Hearing all this the Governor smiled wryly. "The Divine Cook took advantage of the Transport fee change. How goes the gang war?" he asked towards his side.
A veiled subordinate uncloaked. "About one third of the gangs have been eliminated, Lord Tang. Most of the crime has gone underground. There are also some Golden Realm Devils around as well, helping the newcomer Devil gang."
The Governor nodded to himself. "We can't help anymore, Feyang Tang. The Devils will retreat soon anyways."
"How? Where?" the veiled man asked curious.
"Billions of Devils have appeared in the starfields nearby. And they are led by that new Copper Realm wife of our Divine Cook." he explained with a thin smile.
"I see. Oh well, it was fun while it lasted." the man muttered in a sad tone, then vanished.
"My Noble guests will likely find the new tourist attractions quite exciting. Make sure they find out!" the Governor ordered his other aide.
"As you say, Lord Tang. Perhaps increase the Junction cost again?" the man asked with a knowing voice.
"Not yet. News has to spread first. My Cloud City will become famous!" the Governor exclaimed in a happier tone.
