Lucifer casualy strolled along the corrador with barred cells lining the walls, he was enjoying the unusual quiet as the only sound he could hear were Ellora’s and his own footsteps. This silence was unusual because each cell had an occupant and there were hundreds of them, from floore to ceiling four stories tall cells lined the walls and not a sound came from any of them.
Lucifer was rather curious about what Ellora did to make them so obedient in only a week, perhaps he should take a look when the next batch of prisoners arrived.
After personally inspecting the prison in person, even though it was pointless to actually be there in person for him, he was satisfied. Lucifer stopped at a particular cell that caught his interest.
Inside a skinny young man, no older than 17 or so was sitting on what passed as a bed in this cell, it was made of stone along with everything else in these casually made cells, but that isn’t what caught his interest. The young man was easily recognized by Lucifer as a broken man crushed by circumstance.
It may have been his posture, hands holding his knees in the fetal position, or the gently rocking back and forth. Lucifer would personally say it was the look in his eyes, whatever the reason the young man sentenced to death in possibly the worst place possible caught his interest.
Lucifer turned to Ellora and asked, “so what did this kid do to earn the death penalty”
Ellora frowned as she pulled a crystal out of her pocket and drove her consciousness into it, seconds later she replied, “Sir, this man was found guilty of… desecrating the crown”
Lucifer raised a brow and Ellora quickly followed up, “Sir, nobility use the charge “desecrating the crown” as a means of getting rid of commoners they don’t like”

Lucifer remarked “so the boy stepped on someones shoe and ends up here” he looked towards the young man and said “you have really shitty luck”, before continuing through the corridor ignoring the mans hostile glare.
Once they were out of earshot Lucifer pointedly asked “so what are you going to do with him”
“do you ask because you care, or is it some sort of test” she replied.
He softly smiled and told her, “my dungeon side says to kill him in a rather gruesome way, while my human side says I should chop off his head”
“Both options sound the same to me, are you sure there are two sides” Ellora rebutted.
Lucifer laughed “indeed, I’ve been having trouble differentiating both sides of myself lately too, but one option is a quick death while the other… not so much”

Silence continued, only interrupted by their soft footsteps against the stone tunnel, the cross-section where they would part was coming up so Ellora informed Lucifer, “I was going to send him to the arena”
Lucifer paused for a moment before replying, “he won’t survive”
“probably not” Ellora agreed, “but it’s still a chance which is better than nothing”
“not everyone is like you who would fight to their last breath little miss warrior, some of us would like to simply and peacefully die in our sleep” added Lucifer as he turned at the junction and left her to her job.
One week earlier.
First prisoner delivery.
Above ground a large group of specialized carriages emptied of their quarry dispersed from the square, Wolfram had his soldiers efficiently take the human cargo and corralled them into a special building behind him, then as thanks for the swift delivery he had some soldiers in need of discipline help the carriage owners load cargo into the now empty carriages for the return trip.

Wolfram looked back at the enhanced dungeon stone building and sighed, “feeding humans to a dungeon wasn’t in the job description when I signed up, was it?”
Below ground
Lucifer commanded his floor guardians and dozens of Panthers into pushing the prisoners further down the hallway, it wasn’t hard after the first few people became cat food, the rest quickly fell into line.
Soon the prisoners arrived at the prison Lucifer had finished building only several days earlier, a large corridor several stories tall with cells lining the walls, there is enough room to house nearly 1000 prisoners, not that anywhere near that number would be alive at any point to fill those cells, but he preferred to have too much space than too little.
Lucifer used his inhumanly deep dungeon voice to command the prisoners “ENTER A CELL AND CLOSE THE DOOR”,again easy… especially after someone panicked and wound up a future cat poop.
Once everyone was in a cell Lucifer called over Ellora for her first task, she arrived shortly afterwards with a slightly red face, Lucifer professionally ignored it and explained, “This prison is your new job, First I want you to sort the prisoners, I want to know who we have and why they are here, this crystal can record that information.
Second, I want you to select suitable people for a combat unit.
Third, you are in charge of discipline and the general running of this prison, you decide who lives and who dies based on your own sense of morality, I would just end up killing everyone in my current state so I leave this job to you”
Lucifer started walking towards the end of the corridor and Ellora quickly followed, at the end of the corridor there was a heavy ornate set of double doors, Lucifer opened them and revealed a large circular room, inside there were weapons lining the walls and a small balcony above, it was an arena.
Lucifer continued “this is the arena, anyone you designate as worthy will fight others until they prove themselves, the winners get to become part of my personal army and live, the losers die. You can have the worthy people fight the ones set for death, promise them freedom if they win a certain number of matches or something.
Last but not least, everything in this prison except deciding if someone is “worthy” will be decided by you, the only rule is one person per cell, if you run out of room because too many people are alive, I will randomly select people to enter the arena, understood”
Ellora stood there frozen for several moments before she came to and enthusiastically replied “YES SIR”
It has been a week since then and Lucifer was quite satisfied with her results, he could already see small groups working together in the prison, Ellora had her own prisoner subordinates that she obviously got by promising a permanent cell, thus public order was solved, he got to watch dozens of death matches and he's already got a few prisoners that show promise, and most importantly saw Ellora training some of her subordinates in fighting techniques, it seems she understands her role well.

Romance will potentially happen between side-characters, but not with the MC. -MC IS NOT THE ONLY VIEW POINT. I have to put that out there because people sometimes hate alternate PoV's in a story. None of them will be filler, and they'll be there only to give a little bit more nuance and meaning to the world that the MC has stepped in, or is about to be imminently important. A legendary dragon... It has been told in the stories for hundreds of years.
