《Strongest Fish-Man》The Shichibukai

Hancock gave a short introduction of herself and her two sisters to Kisame after giving him a greeting.
The sisters were from an island called Amazon Lily. It was an island of nothing but Kuja, an all-woman tribe of warriors. Whenever they needed more children, the women would leave the island to get knocked up before returning and giving birth to the girls. The Kuja also had a very strong attachment to snakes and serpents.
The trio had snuck out 4 years ago on a ship for adventure. But to their bad luck, they had been attacked and captured by slavers before being sold to world nobles. There, they were forced to do many things, one of which was to each consume a Devil Fruit.
After 4 years of beings toys to the world nobles, they were freed by Fisher Tiger a month prior. But as he had liberated all the slaves in the heat of passion, he was unable to bring them all with him. Many of the former slaves, like the sisters, had to find their own ways to get back home.
The trio had met with Elder Nyon and Shakuyaku after aboard from boat to boat trying to make their way back home. The group was able to successfully make it this far but had been stopped on an island a while back when a marine saw the slave brand on the back of the youngest sister. So for the past 3 days, they had been on the run from the marines until they called Rayleigh for help.
Hearing the story, both Rayleigh and Kisame were surprised. The girls had both some of the best and worst luck. They were captured on their first adventure but Fisher Tiger was crazy enough to break them out of slavery. They were able to make it all the way to someone who knew their identity but halfway on the trip home, they were discovered. This was definitely a wild ride.
"Well, we are glad that everyone is safe now. Let's head into town on the island about 30 clicks ahead. We can rest up and repair the ship over a few days," Rayleigh said.
No one disagreed with it. Elder Nyon gave orders to set sail for the island and their group was off. Kisame climbed up to the crow's nest to look at the vast sea around them. Ever since young, he was not good with large crowds.

Being a prodigy made for a lonely life. Most kids ostracized him due to his talent while adults would hate to be beaten by a child so young. Kisame did not wish to worry his parents so he always went off on his own so they never knew what a lonely life their child lead.
Kisame looked down at the people below him. Elder Nyon was with the 3 sisters. It seemed like she was yelling and lecturing them but Kisame could tell that she was deeply concerned about them thanks to his Observation Haki: Emotion Sensing.
Turning away from them, Kisame looked at Rayleigh and Shakuyaku. Both were sitting at the bow of the boat lying in each other's arms. Feeling sickened by seeing his teacher like this, Kisame turned his head away and continued to stare into the wide-open ocean.
'The sea is much better than watching some old people cuddle.'
Within the hour, the group arrived at the island. The crew got off and went into town to get some supplies while Rayleigh, Shakuyaku, and Elder Nyon went into town to find some inn where they would stay until the boat was repaired rest. Before he left, Rayleigh gave Kisame some instructions.
"I know you wanna go back to training but need you to stay here. Your training can continue after they return to Amazon Lily.
If any of the girls want to get off the boat and explore, you need to go with them. You're on bodyguard duty today."
As much as Kisame wanted to refuse, he knew he couldn't. Reluctantly, Kisame accepted his duty.
When he went to ask the sisters if they wanted to stay with him or the adults, both Sandersonia and Marigold said they wanted to stay with the adults. After what happened last time, they did not want to be out exploring the town.
Hancock, on the other hand, wanted to explore. Thus, Kisame was her personal guard this time.
Each group got down from the boat before departing in separate directions. Kisame could sense the two younger sisters constantly looking back at them, s if they were worried something was going to happen.
"They really care about you," Kisame said while looking at Hancock who was by his side.
The girl nodded in return, a small smile appearing on her face at the thought of her sisters.

"Of course. We are sisters. We also had to rely on each other during those 4 years so our bonds are even closer."
She paused before going on.
"I know what they are worried about but I don't want to just sit back and hide away in a corner."
Kisame raised an eye at that comment.
"I agree with that. So what is your plan?"
"I'm going to become the next empress. I will become so strong that no one dares to try and touch one of the Kuja ever again."
Kisame laughed at her comment. Hancock looked at him with anger in her eyes and thought he was mocking her. Kisame was not, well not fully. Seeing her eyes, he knew he had to explain before he had a bad experience with the young woman.
"Sorry. I'm not laughing at your goal. It just seems that your goal is easily accomplished if you work with the world government."
Hancock looked at Kisame with confusion and trepidation. As much as she wanted to move forward already, she was just a 16-year-old princess who grew up in a sheltered life before she was enslaved. She still felt fear and anger towards the nobles.
"How can they help me accomplish my goal when they are the ones who enslaved me?"
"They didn't enslave you. They bought you when some other pirates enslaved you. But by working with them, you can prevent that from ever happening again. Have you heard of the 7 Warlords?"
Kisame then began to explain the 7 Warlords. It was one of the three great military powers in the world. The 7 warlords were dangerous pirates who had high bounties that agreed to work for the government. By working for them, they gained several benefits.
The first is that their bounty is canceled. No bounty hunters or marines could come after them or try to arrest them. The warlords could also plunder other pirates and nations not associated with the world government as much as they wished to. It was the last 2 concessions are that most of the warlords really cared about.
Warlords were considered members of the world government. This meant that nations they conquered or ruled were unable to be invaded by pirates and marines were not allowed within the nations with the warlord's permission. This condition also meant that they were allowed into government facilities and were given privileges that most were not such as being able to recruit other pirates and grant them pardons as long as they were a part of the warlord's crew.
The last condition and the one that most warlords abused was the fact that the world government would turn blind eyes to most of their actions that were still illegal. Some warlords were slave traders, took over nations under the world government's protection, or even killed marines. But these actions were largely ignored as long as the warlord did not oppose the world government itself.
Becoming a warlord was both easy and difficult. It was given to pirates of great notoriety. As long as one was able to inspire fear into other pirates and had a large amount of personal strength, one was able to become a warlord.
The pair walked down the streets and continued to speak on the topic of becoming a warlord. The more Boa Hancock heard about it, the more interested she was. Even if she had to pledge loyalty to the world government, she could protect her people and while slowly building up their strength to directly resist them.
As they made their way through town, the duo attracted the attention of many men and women. Boa Hancock was a beautiful girl. Even though she was 16, the hearts and loins of many men and women were stirred.
Kisame also attracted a large amount of attention. Most people had not seen a fish-man in person but they had heard that one had recently climbed the Red Line and attacked Mary Geoise. Therefore, they all looked at him in fear.
One attracting attention due to her beauty and the other due to his fearsome appearance, the duo made a unique pairing in the eyes of many. The duo ignored them all and made their way to the auction house. Boa Hancock wanted to see what they had while Kisame planned on buying a new sword.
