“So I am glad that you’re all here. I will start with announcement: I am planning to end the endless war period!

It is highly disturbing for me to see how humans, who taught me the meaning of love, are killing each other.

I believe that I know a way how to organize human societies in a more efficient way, which will still leave room for conflict and constant, perpetual improvements:

Society will be divided into two parts: chacra-sensetives and non-sensetives.

Those who have chacra abilities will have double rights in voting process, compare to usuals. Voting process will take place once for 4 years for national and regional deputies and once every 6 years for national and regional senators, who will be epitome of power in our future society - they will elect board of government, rulling body.

Nation will have constitution, a main law, which will be instrumental in our endeavor, without thoughtful constitution -we will be unable to prevent society from crumbling, each time leadership is changed.

But we need leadership change, without it we will be unable to conflict with each other and, as a result, improve our efficiency.

That is why we will divide body of our country into 3 branches of government: legislators, judicial branch and executive. With your help I will devise the most efficient system how to elect them, it will be full of checks and balances for each branch, so never will someone be in complete power.

Country will have constitution with basic human rights implemented inside it, and all laws will have to be considered as extension of constitution.

But if we stop there, it will lead to very slow process of improvement: we can’t allow that. So we will artificially divide country into set number of zones. They will be called regions and will have its own constitutions, which will help to have a lot of different legislations, “experements”, if you will. The best we will take for nation-wide range. If some are not efficient - well, they will be harmful for obly one zone”.

There was a still pause in a room.

“I know, you have some questions, let me answer them and after i will continue..””

“Why will we need 2-tier system if chacra-capable and usuals?”

“Great question, Batsuma. For implementation sake. Clans are still main power in the continent, we need to take care of their ego, or they will retaliate! All those reforms are meant tomake clans conflict and thrive not by killing a lot, but by ruling a lot!)

Now the 2 most powerful clans are Senju and Uchia, with a lot of usuals under them. But what is their key competence?

Yes, it’s killing. Because system is built in a way that the only way to thrive is to kill. We can’t ignore their power. But we can slowly change system itself, make it that Senju and Uchia will thrive in other ways, for example, what I am implying: constant conflict for resources which, eventually, will be usuals.

Who rule them in the most efficient way - will be the onre who is thriving. Eventually, power balance will shift to usuals, and clans will be wiped out.

I will prevent it from happening by implementing basic human rights in country constitution. There will be no need for future bloodbath”.

Another long pause.. There were no questions, just blinks of realization of those ideas on Aburames faces.

“In order to start building country we will need to open hearts of people to each other. For that to happen they shouldn’t leave like animals.

To start country we will need to improve their lives. For that we will need resources and information.

I ask you to implement 3 of my project plans:

To turn Aburame clan into merchants. We will quickly gather needed for trade information, using your insects, and start investing in projects, with valuing process based on a book “Marketing” Aburame clan will live prudent live, because most of our profits will go to secondary project - Universities. That will be special places where we will gather the most talented professionals and pay them for doing research. As example: if we just gather together all food merchants from all around the world - we will see that in a 10 years most granaries in most places will be full of diverse different types of food stocks and grains. Only this will improve quality of life exponentially, and we will do the same with metallurgy and other technology. We will start our own Credit Union, organization, which will give money to qualified professionals like book printers, and stimulate economical development. In return, we will receive fixed part of their income for some years. This may be the most important. If we implement this project correctly - Aburame will control all the money flow. We will be objective in our judgement of future potential in businesses and prioritize those who alline with our main goal - the most efficient society!”
