Normally that wouldn't be a problem for Pebillon, but with nearly half of the Population gone and the enormous rebuilding efforts that are taking place all over the Planet, Pebillon is the first time since the fall of the Confederation left exhausted.
Still, with the training now slowly on its way you can turn your Attention to Freistein or more precisely the increasing number of Tech-priests searching every Meter of it for even the smallest STC Fragments. You offer them a Deal, for them stopping their disrupting search and the creating of a new Mechanicus Stronghold under your authority in Freistein you would provide them with every STC that will be found in the Hive.
