"Hmm. How do I put this? When I was returning from Namek I thought of creating a stable form of government on earth. It was just a passing thought at first but the more I thought about it, the more I felt like doing it." Rayhan explained. He had not thought of this previously but creating an intergalactic empire in long run was a feasible method to increase the universe's mortal level. Although It was not his responsibility to increase the universe's mortal level, that responsibility belonged to the gods but this would be helpful for him to gather more resources like technology, peculiar training methods from different races, and even some miraculous medicines and such.

He was not planning to do it overnight. He had planned to start with the earth at first. Only after his strength grew he would take over nearby planets. He was not going to waste much time on it either. He would leave a clone with a power level of 2000 behind and his wives do the job.

"Government, You say?", Kami asked.

"Yes.", After that, he explained what kind of planet he had envisioned. He proposed ideas like an earth defensive force army, a Judiciary system, and Legislative and things like these. Although, there were 5 different major countries and a few minor countries. They were not effective rulers. They were just here their family was richer and stronger.

"That is a good idea but what can I do for you? I don't see my role here.", Kami said.

"Hehe, Of course, you have a role. Since you can do materialization magic, you can help me build martial arts dojos that will need strong metals. Also, you can possess someone easily. So, it will be easier for you to manipulate common folk into believing that my kingdom will give them a better life. Just spread good rumors. The general people's belief and support should be with us not the 8 great families or 11 martial arts schools.", Rayhan elaborated.

"I get the point of making common folk believe in you but how are you going to convince the power around the world peacefully", Kami asked curiously.

"You don't have to worry about that.", Rayhan smirked. He would just use his technique of inception on top dogs of this world.

Mutaito who was listening on the side finally spoke up, "I would like to ask something from you."

"Sure.", Rayhan said curiously.

"I heard of your plan. Sounds good as well. I would like to instruct martial arts to the new generation in the world you envisioned.", He said.

"Deal.", Rayhan said and flew off. He wanted to ask Mutaito to instruct martial arts anyways. Since Mutaito made the request first naturally Rayhan was happy about it.

The serene valley.

"So I am going to be the Queen?" Annin jumped up and down.

Rayhan pinched her cheeks and said, "Haha. Aren't you already the princess of the eastern royal family? Why are you so excited about being a queen?"

"What is good about being a princess? Queen sounds so much cooler." Annin said.

"Okay. Okay. You should tell your cousin about this. Let him have some time to mentally adjust. Also, the great families won't have the privilege to call themselves royal families. That title will belong to us from now on." Rayhan said.

Annin felt a bit guilty towards her cousin and said, "I will break it to him gently. I guess."

"Haha! Don't worry about him. He knows our capabilities the best among other factions. I believe there won't be a need to convince him much.", Rayhan thought out loud.

"Okay. I will go now.", Annin said.

"There is no hurry. Come let's do something fun for a while." Rayhan suggested.

Soon a rumor began spreading that a new kingdom named peace nation had been established with Rayhan as its king and people started migrating to the area near the serene valley. Rayhan and Kami created the most practical environment for the common folks without destroying flora and fauna. They also considered the martial arts aspect and created places to practice martial arts.

The great families, the schools, and minor factions submitted one by one as Rayhan had used inception on them. Kami and one of Rayhan's clones with the power level of 2000 were busy constructing a better world.

Rayhan especially paid attention to food science which many people found was weird.

Year 562.

All the great factions each got 2 hereditary seats in the parliament because they had willingly given up their power. Similarly, 11 school's also got 2 seats. 62 seats were reserved for independent candidates. There was going to be an election every 10 years.

Year 563.

The first election was held. The first group of ministers was selected after internal voting in the parliament.

Year 564.

The first draft of the constitution was written.

Year 565.

The base for the future construction of the world had been concluded by Kami and Rayhan. Only after that, the coronation ceremony of the king was done.

Rayhan had not touched Places like the Yunzabit Heights because they had too harsh conditions for humans to live for now. It would be too much work.

Year 566.

Rayhan had made inhabitable deserts into cities and greener places were left for agriculture and such. Rayhan's primary target was to maximize the production of crops. Only after that did he give priority to other fields like technology, Martial arts, and such.

Year 567.

Non-human earthlings had protested for equal rights as a result Rayhan gave them 10 independent seats in the parliament.

Year 570.

A complete system had been built and its foundation had become solid and there was only one way upwards. Rayhan during this had used the dragon balls quite frequently to improve the topography of some places. These changes were minor so Rayhan had hoped that ecology would not be affected. Thankfully, nothing of sorts had popped up.

His body had been training on King Kai's planet during these years. His progress had been rapid after the increment of his talent. His base power level had reached 10 million as a result of his increased talent, King Kai's planet's effect on recovery, multi-form technique, and a gravity chamber that had been upgraded to 150 times the gravity of earth.

Now he could use Kaio-ken times 20 pretty easily. Therefore, he did not need to fear people like King Cold and other stronger entities. At least he would be able to escape easily. Well, of course, Lord Beerus was an exception. He could not offend Lord beerus even in another 100 years but that was okay because he didn't have a plan on going out to the galaxy unnecessarily and poking the hornet's nest. However, he did have a few plans for traveling the galaxy.

He wanted to go to the planet Sadala or Plant, depending on where Saiyans were now. He wanted to see the primitive Saiyans. This was just out of curiosity about their race and nothing more. Also, he wanted to bring back some people from the tsufruianos race, if some of them were willing.

Another Planet he wanted to visit was Planet Yadrat which could teach him to train his spirit. The Yadratians used spirit powers to perform incredible feats like an instant transmission. Their training techniques helped in the synchronization of mind and body which was beneficial in the long run.
