This is where all provincial government representatives gathers when there are conflicts to deal with in their province that also affects other provinces, this is also where they brainstorm and listen to each other opinion, and make a general agreement. Sometimes, the country leader is also joining the discussion whenever he likes it, especially when it is about a serious matter. The representatives who usually come during their union are the governor, vice-governor, and other higher staff in the provincial government.

Those “things” that he was talking about is an existing item. An item that is so rare, that whoever finds it will acquire immense power and strength. This means, it is an item that boosts magical powers of an individual. However this item is also difficult to endure, as it may kill an individual when touched. A person must have enough mana and streght to endure the excruciating pain it will cause.

These “things” are called, the Spirit Fragment.

Its radiance is visible, it emits tremendous amount of mana when a mage uses detection magic within proximity. It can be either intimidating or approachable.

By “intimidating”, it means, the Spirit Fragment does not allow an individual of being touched and approached. Unless a person has a great desire that matches what Spirit Fragment requires, or when an individual can endure its frightening atmosphere it creates.
