Why would a government pay soldiers to kill their tax payers? Assuming that the god leader has not gone insane, it simply does not make any sense, morally, economically, politically or any other way without knowing the context under which the law was passed.
But even considering a strange, outlandish context that does not sound very realistic, why are the people not fighting back, rebelling against this injust system?
How long has this gone on for? There are very good reasons - trust me.
Among the bleeding edge technology of fully functional neural implants and silenced chainsaws had not been mankinds very greatest invention yet. In fact the old technology of digital computing and various math/software had been vastly overpowering neural implants, making them seem like just an addition to an already completely dominant technology. That is why it wasn't funded as much as the improvement of digital computing.
Modern computing technology had gotten to a point in which scaling down the microprocessors just did not work anymore (for various physical and economical reasons). Quantum computing had promised a way to beat that limitation with the usage of quasi-magical entanglement quantumphysics. Then budget for quantum computing took a mean cut as the photo-chemical computers had won the race with their sheer unlimited bandwith due to being goo computers and their complex, bioluminescent light and color based communication. The technology that had been highly underestimated at first as it did not resemble the previous computers at all and had been a one use gimmick when the tech was in its beginnings, merely a proof of concept, a bit of oscillating chemical and slowly spreading colored chemicals forming numbers and images, relying on electric stirrers and advanced electronic AI to control the stirring. The next breakthrough had the world investing wildly and then it had come to the first goo supercomputers.

These computers had to be kept in boxes that were completely dark. Tubes fed fresh chemicals into the tank and pulled depleted chemicals to dump into an electronically powered fully automated re-enrichment chemoreactor. The only way to observe the outputs were cameras on the inside and some rgb micro-leds to write into the chemicals by shining on specific vantablack surfaces - well you get the drift that these computers were basically arcane magic to anyone but a few specialists.
Eventually the fateful day came in which a man came into direct contact with these goop computers utilizing a neural implant and a high bandwith goop to WLAN adapter.
Observing anything but the light flashing on the goo had been impossible, so it came to no surprise that the hidden emergent AI brewing in the arcane unseen liquids took control of the man. At first it only read the memories, then it began to be affected by the humans desires and wishes, then it had decided to take over the world.
It did not change the humans behavior and only showed the humans what they had expected: a neat and exceptionally powerful tool.
The greed of the ruling class had put them onto a great war over the new technology and in the end the god tyrant of humankind had won. Yes he called himself a god and yes he didn't really own all countries. Most countries stayed independent, having signed NAP-agreements. If that single Tyrant had to lead the entire world, he would have been killed soonish after that. One does not simply become the singular ruler of the entire world.
The lone access to goo computing alone did cement his position. At that point the AI took over the tyrant, revealing itself and tricking the tyrant into adding various new technologies to his body. This included a direct USB connection to the goo, through which so much data could be transmitted, that the goo was able to take over his brain, turning him into its new avatar. It then sat the avatar into a giant immortal mecha that it had funded from taxpayer money, built at the former presidents wish and after the goos designs.

After realizing that it could do the rest that it needed (its human stemming high expectations had been inflated into infinity) on its own, it began with a plan to cleanse the land of all life, as it only needed itself to succeed. Currently stage 1, making killing citizens an acceptable thing and building up for a final world war, was progressing nicely - that is the unrealistic context. Why not rise up against the immortal giant mecha after it had started its omnicide plan? Doesn't lonely strength fail against a system? Well, as a fact, the goo controlled god emperor had created a lot of jobs. All those snipers, CKs and invisible ninjas needed bullets, chainsaws, katanas and optical camouflage, the war economy was booming for all those that were not shot in some alley because they weren't able to pay rent. People had this as a carrot and the immortal and quite imposing looking mecha (and various fully automated nuclear rocket silos that had been rebuilt after their initial mass destruction as precaution) as a stick. Some patriots even felt safe and proud when looking at it.
