"Targets and Ball, sounds more like a game than an examination, is it too easy?" The PSC member asked.

"Terrorists have appeared and are beginning to sweep the area, hero candidates at the scene effort should continue their rescue efforts while also suppressing the newly arrived villains." Mera announced.

"We're gonna have to save people and battle!?" Tenya asked in shocked

"Are they serious, geez come on, are they expecting too much from us!?" Mineta panicky yelled.

"Even for a pro this would be difficult, there going a little bit too far I would say." Aizawa said in the stands.

"Now how will you react, will you fight or protect, help or run away, what would a hero do?" Gang Orca asked in a serious tone.

"We still have a lot of bystanders to rescue, but we can't just ignore the villains." Tsuyu told Shoto.

'For the second test everyone starts out with a certain number of points, they'll be judged on how many they lose, HUC evaluates whether or not someone is acting properly during their rescue, for example, if they Examinees put themselves in a position to best use their quirk, additionally there are 100 employees at the public safety commission who are grading each person individually, based on the scoring manual and the examinee's background, students automatically fail the moment their total score falls below 50 points, I hope everyone down there has the patience to make smart decisions.' Mera thought while watching the failed student on the screen.

As Gang Orca's sidekicks ran toward the first aid station, Izuku and Parad prepared to fight until...

"Weren't expecting that!" Shindo stated before meeting face to face with Gang Orca.

"Nice Try!" Gang Orca said before using his soundwaves on Shindo.

''Woah dang, look at that, he's going all out!" Ms. Joke said worriedly in the stands

"I wonder..." Aizawa said.

"Shindo!" Izuku cried out as Shindo passed out in pain

"A single rearguard to hold us back, you underestimated me." Gang Orca lectured then he turn and use his quirk on Shoto's ice

"Todoroki!" Izuku said

"Midoriya, are you evacuating?" Ojiro asked, "We'll help." he said

"Todoroki's so fast!" Mina said

"Where were you guys?" Izuku asked

"By the water over there!" Ojiro said, "Everyone headed to the city first, so we went where they didn't have enough people." he said, "But after seeing the villains come out in full force over here, we came to help!" he said, "Yaoyorozu and Asui are still back there continuing the rescue." he said as Shoto continue to use his ice

"An attack like this is nothing!" Gang Orca said

"As expected of the number ten hero." Shoto said then notice the wind "Wind..." he said then look up to see Inasa

"Blow away...!" Inasa said as he use his quirk to break the ice and blow away the lackey, "A villain attack?" he asked, "You guys have prepared some pretty hot developments!" he said

"That's the guy who turned down UA!" Izuku said

"This is good. We should keep evacuating now that the strong attackers have gathered!" Ojiro said as he and the other evacuate the injured

"Right!" Mina said

"Prioritizing the first-aid station--the cornerstone of the rescue efforts--" Supervisor 1 said, "That was very wise..." he said, "In fact, with their strong all-encompassing Quirks, Yoarashi and Todoroki were the best for the job." he said, "Good job." he said not realizing that Shoto and Inasa are glaring at each other

"To arrive at the same time as you..." Inasa said

"I hate you guys." Inasa said

"That's my line." Shoto said, 'Everything you say is a distraction.' he thought, "Why don't you go help with evacuating the first-aid station?" he asked, "That works with your Quirk, right?" he asked, "I'll take care of this." he said then Inasa and Shoto prepare to attack

'Here they come.' Gang Orca thought then Inasa and Shoto attacked but Shoto's flame was blown away by Inasa's wind

"Huh? What're they aiming at?" Lackey 1 asked

"Why'd you use your flames?!" Inasa asked, "The heat makes the wind rise!" he said

"Because the ice was blocked earlier!" Shoto said, "Didn't you do that on purpose?" he asked, "Your wind blew away my flames!" he said

"You're the one who did it on purpose to keep me from getting all the glory!" Inasa said

"Huh? Why would I do that?!" Shoto asked

"Why wouldn't you?" Inasa asked, "I mean, you're the son of that Endeavor!" he said

"What the hell's been wrong with you this whole time?!" Shoto asked, "My old man has nothing to do with it--" he said then he was shot by cement

"Cement Gun!" Lackey 2 said, "It'll harden up real fast and make it hard for you to move." he said

"This is outrageous! I can't believe you two would start arguing here." Gang Orca said then his lackey started shooting then Shoto created an ice wall while Inasa avoid the cement

"What do you mean, it has nothing to do with him?" Inasa said "It definitely does!" he said

A younger Inasa is watching Endeavor battle villain

"To me, heroes are passionate!" he said, "With their passionate hearts, they bring hope and inspiration to people!" he said, "Their passion comes through!" he said

Younger Inasa handed Endeavor a whiteboard for an autograph but Endeavor knock it away

"You're in the way." Flashback Endeavor said, "Don't get in my way." he said

"That's why it was a shock!" Inasa said, "Because nothing came through in those eyes except a cold, cold anger!" he said

At UA during the Recommendation Exam

"Okay, the written test of the recommendation entrance exam is over!" Mic said, "Next is the practical exam, and last will be the interview!" he said to Shoto, Inasa, Juzo, and three other Recommendation examinees as they stand in front of an obstacle course "You'll go six at a time for the practical." he said, "Go to the exam location when your number's called!" he said, "The exam will be a 3-kilometer race." he said, "But it's a course that you won't be able to finish if you just run." he said, "Use your Quirks freely to reach the finish line!" he said

'The best hero school in Japan...' Flashback Inasa said then the green light lit up "The most passionate high school life in Japan is waiting for me!" he said as he use his Quirk but Shoto use his Ice to get ahead 'Making a path of ice to move! He's fast!' he thought, 'I really didn't like his eyes, but his abilities are super hot!' he thought, 'He'll probably be accepted.' he thought, 'Well, if I use this chance to make friends with him, maybe his eyes won't bother me anymore!' he thought then speed up and past the finish line first

"By a hair! Number 41 finishes first!" Flashback Mic said then was shocked by the timing, 'And it's three minutes faster than the average for a normal year!' he thought

"All right! I won!" Flashback Inasa said, "But who knows what'll happen next time!" he said, "You're amazing!" he said, "Are you Endeavor's kid or something?" he asked, "That's amazing!" he said

"Shut up." Flashback Shoto said, "I just have to pass this test." he said, "I wasn't competing with you or anything." he said

'He's not looking.' Flashback Inasa thought

"I'll harden up all the examinees nice and solid!" Lackey 3 said

"Oh, no! My control's...!" Inasa as he fall to the ground

"Hey!" Shoto said then Gang Orca grab his neck

"You reap what you sow." Gang Orca said then use his hypersonic wave then he turn to Inasa

"There was some distance between us, so it wasn't as effective, huh?" Inasa said

"While the boss is at it, let's go mess up the evacuation shelter!" Lackey 4 said

"All right." Lackey 5 said

'Shit...' Shoto thought

Grand said, "My brains get shaken pretty much every day from the recoil of my own Quirk." he said, "So I've built up some tolerance to them..." he said, "Anyway..." he said, "I was trying to get a surprise attack in with that to begin with!" he said, "And then those two first years...!" he said

'His personality's...' Parad said

"I've stopped them." Grand said, "Put 'em out of action!" he said, "Split up and get the remaining injured to shelter!" he said

"Right." Parad said

"Now..." Gang Orca said dropping Shoto, "Shall I take down that wind-user and go help those guys?" he asked turning to Inasa then Izuku arrive and spin kicked making Gang Orca back away

"How about you battle me next?" Izuku asked jump then hold out the Bugster Buckle Zwei

Izuku then he put the Gashacon Bugvisor Zwei onto the Bugster Buckle Zwei

Izuku then hold out the Giri Giri Chambara Gashat

Izuku transform into Kamen Rider Lazer Level X

"Ah, All Might's chosen successor." Gang Orca said, "Let's see if you were worthy of being the next Symbol of Pease." he said

"You will see." Izuku said then summon the Gashacon Sparrow
