The Dark Empire of Hekate is located in the northeast of the continent across the Acheron River and has a population of 85 million. The capital city is Abern on the river of the same name. The population of the capital is just over a million people.
The Dark Empire is located in two climatic zones: the subarctic and the cold continental. The average annual temperature is 10 degrees. The minimum night temperature is three degrees in the northern parts of the empire. The maximum daytime temperature is 16 degrees in the southwestern parts of the empire.
Most of the empire, especially in the northwest and center, is covered with evergreen pine forests.
The empire is ruled by a council of the largest clans. The legislative body is the National Assembly. The clan council, like the assembly, gathers twice a year in the capital.
Each clan controls its own part of the authority of the state, its own ministry, and has its own vast territories. The exception is the Ministry of the Army and the Ministry of the Navy, which are controlled jointly. The Clan de Graaf controls the Ministry of Foreign Intelligence and has territory in the southwest, adjacent to the Northern Republic. The Clan de Wolfe controls the Ministry of Foreign Affairs and has territory to the southeast along the Acheron River. The Clan de Brenyi controls the Ministry of Finance and has territory to the west with access to the world ocean. The Clan de Brenyi also controls most of the shipping fleet. The Clan de Sade controls the Judicial system and has territory in the north of the empire. Clan de Rogan controls the Ministry of Order. Clan de Tarro controls the Ministry of Industry. Clan de Guffier controls the Ministry of Education and Press. Clan de Reine controls the Ministry of Transportation and Communications. Clan de Brian controls the Ministry of Health.

However, nothing prevents clan representatives from working in other ministries. For example, Istas de Reine of the clan that controls transportation works as deputy head of the Ministry of Foreign Intelligence. Although such high positions are rare. Lower positions are by no means uncommon. Lieutenant Caroline de Tarro of the Internal Investigations Department of the Ministry of Foreign Intelligence is a good example of this.
In theory, clan representatives have no special privilege over the rest of the citizenry. Their only advantage is their own clan. But in reality, representatives of the strongest clans have powerful support and administrative resources. As a result, civil society in the Dark Empire is divided into four main groups, you could even say castes. The first group is citizens, full members of the clans. Statistically, this is approximately 15% of the total population of the Dark Race. The second group - full citizens of the empire, not members of the clans, but members of the dark race. Statistically, it is about 80% of the total population of the dark race. The remaining 5% are either slaves or living outside the empire. The Dark Race percentage is 67% of the total Dark Empire population.
The third group is full citizens of the empire, but not members of the dark race. They are usually immigrants, including those from the northern prairie. They represent an impressive 21% of the dark empire's total population. And the fourth group is slaves, both Debt and Criminal. They also make up an impressive 12% of the total population.
Territorially, the Dark Empire is divided into regions (provinces), which are assigned to a particular clan. Each province is governed by a Governor. The provinces are further divided into districts.
The main language of communication is Common, using the alphabet of the Dark Race.
