The process was repeated until all the cultist leaders swore loyalty to Heaven's new identity. Acting as if she were a powerful entity that surpassed even her own powers, she lured the cultists by using both fear and greed.
For now, they only knew that a very powerful creature they didn't know about had contacted them to offer power in exchange for their services, with the option of being brutally killed and tortured for an eternity if they dared to refuse her offer.
But that wasn't enough.
Axel wanted to create a character.
In the future, as he discarded some of the less competent leaders, he would give them a fake name and make them loyal to Heaven by using the carrot and the stick.
With that, he will be able to use the cultist groups to his advantage and organize them to become a real threat to the rest of the cultivators. But before they became useful, he would need to integrate them into society.
After all, if they stood in a cave all day and only came out to kidnap people, it would be too suspicious.
Now that they had Heaven by their side, they would be able to offer great benefits to influential people in exchange for their support. The cultist would have it much easier to live among the regular cultivators and manipulate them from the inside.
With that, they would be able to cover their tracks and amass resources without raising suspicions. They would also be able to plant spies in the various factions to stay a step ahead all the time so they don't get raided by surprise.
"Ok, Heaven. Give a few orders to the cultist groups we already have under our control. Make them stop kidnapping random people and start fortifying their bases. Connect them so they can help each other with whatever they might need. I want them to become shadows, something you don't see but still fears. I want them to send spies to the major factions so they can gather intel from them." He explained." Help them become the backers of any illegal activity in any city. If there is a group of thugs who steal baskets of fruit in a remote village, I want the cults to control them in one way or another. Oh, and don't use cultist as the first line of work. It would be too easy for the other cultivators to realize. From now on, if anyone wants to become a cultist and receive the corruption techniques, they would need to do some work and win the leader's approval before joining that cult. That way, we will get cheap subordinates while we select those with some talent to become part of the cult."

"As you wish," Heaven replied.
After that, all the cultists began to work.
The hideouts were upgraded and fortified, and they created a trading network to move resources around for the various cults. To speed things up a bit, Heaven even gave them information such as patrol schedules that they wouldn't be able to get otherwise, so they could stay safe even with all that movement.
In just a few months, most of the cults had already merged, becoming a single, more powerful organization than they were alone. At that point, they had already infiltrated many organizations and were gathering all the techniques and cultivation information they could get to strengthen their foundations as a faction.
After all, how were they supposed to get cultivators into their organizations if they didn't have resources and techniques to offer them?
Seeing that his plan for the cultists was advancing at a good pace, Axel decided to check on the other faction he had created.
Because it would be a neutral faction, he decided to build their main base and fortress around the stone archway. That way, if a battle between the worlds were to occur, they would be the first to arrive at the tunnel to take care of anything.
As soon as he looked over Orixe, he spotted a white-stone castle half-built. Even if there was still a lot of work to be done on it, Axel could already see that it would end up being an enormous fortification, bigger than any building he had seen in his world.
Seeing how his plans were advancing, Axel decided to leave his world alone, as there wasn't anything else he could do.
'Well, maybe there is something I could do. I think calling Mark to ask if there is some rift available would be the best decision possible.' Axel thought as he took his phone out of his pocket.

This is my first real attempt at writing a full novel, but the story is based on a world that I've been creating and re-creating since I was a child. I have an extensive "history" and religion, and even a semi-cohesive language system worked out, which will hopefully slowly shine through as the story progresses. I want to avoid having too many info-dumps, so I may from time to time post a bonus lore chapter that will explain some of the background for any who are interested.
