"I advocate that we change the current system of party ranking. Currently it's ranked S, A, B, C, D, E, F, G with S being the highest. I find it inaccurate to display the actual power of a party.
I was part of an B ranked party, we could face a minotaur with ease, but other B ranked parties I've seen were having trouble. I've also seen B ranked parties who could face up to five minotaurs at the same time without trouble.
This happens in all the ranks, even item dependency makes a difference. Some parties rely heavily on items, while others do without. As long as there are items they can depend on, it makes no difference, but once they run out? If it's an expedition and they can't refill, their power is heavily restricted.
I vote for a combination of two different rankings, depending on battle power, and the item dependency.
Item dependency will be rated with S, A, B, C, D, E, and F.
S will stand for 0% of the strength coming from items
A will stand for 0-20%
B will stand for 20-40%
C will stand for 40-60%
D will stand for 60-80%
E will stand for 80-100%
F will stand for 100%
This can be tested by giving a party or person a certain amount of items while they applies for an upgrade in rank and seeing how much of it has been used by the end of the test.
Having someone like a field alchemist in your party can up your rank by one, due to being able to refill your items at any time, but not more than one rank, no matter how good that person is. After all, once the provider of items dies, they will no longer have access to the items produced.

The combat power will be ranked from 1-100 with 1 being the highest rank.
This will be based on how many parties of their calibre are needed to defeat a low grade adult dragon."

"Dear councilmember, that is fairly easy. We've several documents and witnesses and reports on what forces are needed to defeat such a creature. Not only by humans, but also by goblins, minotaurs, ogres and many more creatures.
Being able to face ten goblins would be awarded a rank 100. The demands on the adventures might be higher this way, after all they can less easy become one, but this will in return protect them better.
They will be better trained and less prone to die like this. We will provide training of course for all those who want to join, against a price. We too have to keep existing.
The overall quality will go up, the deaths will go down, there will be a more accurate way to judge strength and also be more specific in requests.
No longer will a 'A rank' party be asked to complete something far away from all civilization while they rely heavily on items. The right party for the job.
