《A Way of Life》Announcement | Requesting feedback for plot progression and character development

Hey guys (and gals), so before I start I'd like to thank all of you for the support shown to me either by simply following, favourite-ing, or commenting a simple 'thank you.'
And now the real announcement...
So I've received several comments talking about my plot progression and character development critiquing on how slow and plain they are (which I am grateful for, otherwise I would never have known to fix it.)
Let's start with plot progression. I am aware that plot progression is quite slow, but the reason for that is I want to explain things fully to avoid any misunderstandings in the future. (Of course, I am also aware that there are needless dialogue and descriptions here and there which I am working on minimising.)
As for character development, this is a big one. Character development has been the hardest thing so far to implement in my story. The reason being is that I am not too sure how to go about it nor am I too sure about to what extent do I have to write about it. Thus, my question is:
What is it that matters most with character development? Appearance? Personality? Any others?
What is it that readers want to see and what readers don't want to see for character development? Is talking about how the MC came to become smart, badass (etc. etc.) a need, or is focusing on how the MC learns new techniques, meets new people more important?
Please express your opinion freely whether good or negative as it would really help me improve.
