Joseph took out his notebook and wrote down a list of things to do.
Then he sat and stared out the window and thought. "The Presidential seat cannot allow for a mere ounce of incompetence, for due to its vastness and influence, even a minor mistake can lead to far-reaching and unforseen consequences."
"What then, when the President isn't feeling up to it? What if he woke from the wrong side of the bed? What if he's got a fever?" He tapped at the side of the chair and wondered. "The easiest method to do something is to do it as correct as possible and see where it faltered, then fix the issues of the falter and start again."
"Yet the consequences of the falter could be far-reaching and unforseen. Still, that does not mean we should be paralyzed by indecision. We have to do something, get it wrong, then in as few tries as possible, get it right."
"The most important thing," he surmised, "is learning from the mistakes. Learning from History."
He took in a deep breath. "No day must be wasted. No day will be wasted. I will do something everyday." Then, he looked to his notebook, where lines of ink circled:
Good Times make Bad Men.
Bad Men make Bad Times.
Bad Times make Good Men.
Good Men make Good Times.
And he mourned that there will come a Bad Time once more. Then, he shook himself from that paralysis, and ventured forward.

5. Investigate Big Pharma and Medical Insurance Companies and Compile

9. Ask certified scientists the plausibility of nuclear power
10. Ask army about feasibility of de-nuclearising to just enough nuclear missiles for each country
11. Ask certified scientists about feasibility of Fuel Mix
