Investigation into Health Insurance practices, and set up of own (not publicised that this is the Feds') health insurance company that offers better worker benefits and better health insurance.
Final Move:
Incitement of Public Opinion gives the government a reason to change Health Insurance completely from Privatisation to Nationalisation and collate all health insurance. Other health insurance that do not join this 'union' are opressed and supressed.

Big Pharma should be focusing on helping society, and not selling lifesaving medicine at high prices, especially if the medicine can be cheaply made.

With the support behind the scenes of the new set-up company ensuring that they do not get suppressed, new drugs can be researched and sold at a reasonable price.
