Cecilia is Storm's partner, she helps him on almost everything.(She didn't haven't a power) I didn't draw any sheet of her or any baddie so just imaginate all the villains.
Victor is son of Victoria Vance (Yes, the baddie that will help Mayor Humdinger on PAW Patrol The Mighty movie) and he likes Cecilia. He has the power of create things using garbage (Just like Harold's power)
