Such an unusual quirk Belenus had. It was unpredictable, silent and dangerous. Using his quirk without thinking may even lead to his demise. It's up to his intellect to figure out a way to change the world.
After the horror that occurred with his family, he had a goal. A goal not unlike Stain's; to change the society. Unfortunately, one thing is holding him back, his emotions.
He was found not guilty due to his small age. As he planned, his parent's murder was concluded, depicting that it was his mother that killed his father and committed suicide. Belenus was brought into a rehabilitation centre, due to possible trauma from his parents' deaths. He still needed to go to school and act as if everything was normal so as to not distract other classmates from their studies.
It was almost as if their parents' death was swept under the carpet.
In school, he didn't fare any better. Just a month late in manifesting his quirk and everyone distanced from him. People were just so afraid of what's beyond the norm.
If it wasn't for his quirk, he would've gone insane since then. It was a blessing for him to acquire it before his parents' death, but also created a weakness in the process. He would've definitely went insane with all those emotions bundled up, reaching the climax when his parents threw him away.
Thankfully, they converted into his quirk before further harm could be inflicted on his mind.
In school, he was not alone though. There were others like him, getting bullied for different reasons. His class had another. Supposedly, these people became close friends, because they were facing the same problem. But he distanced himself away from all of them, even those who were bullied.
Back to the present, watching the sports festival, he realised he was in danger. It's impossible that a group of students even survived a Villian attack at that age, much less an ambush from the League of Villans. Those bastards could've even taken down multiple pro heroes, but Class 1A? Not even 1 casualty! Crazy isn't it.

They're basically pro heroes, main characters in a story.
Then there was the Sports festival. Even the weakest of students from Class 1A managed to pass the first round, they even secured all the top positions. Some seemed that they didn't even had much of a challenge. It was astounding how big the gap was compared to previous batches.
However, it wasn't their fights that were the main problem. It was their potentials. They definitely had so much wasted potential now, yet they still put up a great fight. They could easily claim the top 20 spots as pro heroes. Easily.
Their team made an unstoppable force, and Belenus had virtually 0% chance of winning. (against the main characters of the story. Using anime logic, he would most likely lose. Yes, how about killing main characters of an anime manifesting their quirks? )
Therefore, he had to eliminate them .
His quirk allows him to produce maximum 5 crystals per month. Any more than that, his quirk would consume all of his emotions, becoming a useless, zombie-like person. Therefore, the people he chose needs to be important, without wasting a single one.
Although, once awhile, he had to satisfy his sadistic side.
He regained his emotions by killing citizens the old fashioned way, with a knife. Since his quirk is extremely situational, he had to master in close combat and sometimes even using guns.
For now at least.
He was a genius after all...
So to maximize his quirks capability, he needed to be an inventer. To invent something that can protect him from nuclear fusion, or in layman's terms, he had to withstand being inside the sun.
How did he know that such an event would happen?
He had a convenient hole straight to the heart, similar to Tony Stark's (Iron man). It almost was like a window to his heart, where he could use his quirk's ability.
Using the abandoned house he once lived in as a laboratory, he found a way to examine the crystals by using a device like a periscope, connecting to one of his black crystals to the stage of the microscope. He did all this without the need of removing his crystals. Looking through the microscope initially, he thought he made an error, he just saw blackness.

With further inspection, he tried it with his heart, and he did find his heart cells tying in neat rows, holding the muscle together.
"Holy Shit" Belenus murmured. His voice rang in his head. He had a surprisingly deep and melodious voice. He realised the seriousness of the situation. The entire crystal was made up of a single atom. More specifically, the atoms were compressed with an immense amount of energy and pressure. Its density was close to being undefined. It seemed to be even impossible to stay in his heart, unreactive. His initial thought was that it was only stable in his heart...
Until he used his quirk.
His vision changed as if he'd entered a new dimension. Red glowing spots that he later identified as the hearts of living beings appeared, visibly beating rhythmically.
It scared the heck out of him initially, almost thinking he must have passed out on the sidewalk as his vision was filled with darkness.
In this state of mind, he was only able to see a white outline of human figures, glowing like a ghost. His soul was able to pass through non-living objects but unable to see his surroundings. The only way he managed to escape this vision was by returning to his body.
With time, he began to learn more and more about his quirk. He was able to control his activation by touching the crystals and letting his mind wander simultaneously. He also realised he was able to place his crystals into another's heart, it seemed that the crystals had a short fuse that kept it from exploding immediately. This also led him to find out that he created a portal for easy access to the person once he placed the crystal in that persons heart.
Carrying a part of his soul allows him to create a physical portal to show the person's strongest emotions. Going through the portal would transport you directly to them.
He held many tests and not waste even a single crystal.
Every single crystal was vital.
Belenus snickered at that pun. (vital could mean "very important" or "full of life" or even "fatal" all of which were quite fitting/ironic.)
It's time. Belenus reminded himself. 5 months have passed and he collected 20 crystals in his heart. This made him find out his heart isn't big enough to hold much more. 20 was his limit.
He looked at himself in the mirror, something he hardly ever does. A skinny yet well-built figure stood in front of him. Muscles rippling all over his body due to training himself for offence or defence in close combat. He had a sickly pale complexion on top of it.
He stared at his face. dull blue eyes, devoid of emotion, stared back at him. (since he didn't have them, of course.) He also had sunken cheeks and bags over his eyes. His pearl white hair was in a mess, sticking out everywhere, partly covering his face. What surprised him the most was his sadistic grin that was pasted on his face. He didn't remember being amused by anything, it was controlling him. His smile was not unlike Himiko Toga, the girl in the League of Villains.
He looked like a lunatic. Well, with a quirk like his...
20 crystals for 20 students, perfect. Belenus thought to himself. With that, he patiently waited outside of UA academy, waiting for the students to exit.
He couldn't be sure that any of the pro heroes could detect his presence in his state of mind. He didn't want to risk it. Alerting the pro heroes of his presence is the last thing he wanted. In the state that he is in now, it wasn't the best to engage in fights. He had to invent his defence for his quirk's explosion before such an option is possible.
He didn't have a problem with everyone...
All except one.
Tokoyami Fumikage's heart was different. He required 2 crystals instead of 1.
