It is always great to notice that your crush is looking at you. However, from you story, there is no strong indication or signs that she is interested in you in the same way you are interested in her.

So from your situation, you can choose either two steps:

1. Move on

It is a little bit of a harsh. However, her lack of friendliness towards you is not giving any us any signals that she is interested in you romantically and if you continue to like her, you will only continue to hurt yourself more and more over her behavior towards you.

2. Try to be friends with her.

At the moment, it seems like you haven’t really interacted with her aside from looking at each other. Talking to her would be a good step for you to take because no relationships can progress from just staring at each other. By talking to her, you can get to know her more and she can get to know you more. But, it is very important for you to keep in mind that by pursuing a friendship with her, it would not guarantee you something more or that you’ll end up going out with her.
