This person likes a boy, but they aren't sure how to proceed. They also have information that could suggest that he likes someone else.

From what you've said, it certainly sounds like you have a crush on this guy. For example, it would explain your jealousy of him talking to other girls. I think one of your main issues rests on the fact that you're likely overthinking this. A lot of your frustration sounds like it's coming from running around in circles about your feelings instead of stopping to read them for what they are. You have a crush! You like this guy, and it frustrates you because you might be going back and forth in your head about why you might or might not like him instead of just accepting that you do. On top of that, you're not sure about his feelings for you, but you have a sneaking suspicion that he might have a thing for his girl best friend. That's a tricky situation to navigate for anyone.
So what do you do about it? Well, first off you need to figure out what you're feeling. As I said, it sounds to me like a straightforward crush, and I think you know that too based on your request. So once you get down to the basics of what you're feeling, then you can decide how you want to proceed. If you want to tell him about your feelings, that is absolutely an option. Otherwise, your only other real option is to just leave things where they are. You can be friends with him without pursuing anything else. It all depends on what you want, and whether or not you think it would be worth it to confess your feelings for him. If you do, then by all means, just be prepared to accept whatever response he gives you. He might be interested, but like you said he might also like someone else already. Personally, if it's only a small crush I would leave things as they are and try to move on. Crushes have never been my thing! But you are not me, and I am not you, so don't dictate your own actions based on what I would do in a hypothetical situation. If you really like him, and you can see yourself being in a relationship with him, then determine whether or not you want to confess your feelings to him. If you don't, then your other option is to let it rest where it is.

And if it comes down to it, confessing to him even without the intention of seeking anything from him can be a good way to get closure. It hurts, don't get me wrong, but it can be helpful in some cases to get it off our chests.
