It has been nearly a year since the battle between milim and doflamingo unfolded. Due to specific circumstances, milim didn't actually kill doflamingo or neither free dressrosa.

During that time, octagram would occasionally harass the world government by sabotaging their branch and robbed any marine that passes by them.

As the octagram pirates keep doing that, their reputation might even rivalled the yonkou currently, the only thing that stopped them from rise to becoming the fifth emperor is that they lack the territorial power.
